Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Temporary Amendment Act of 2024

This temporary amendment clarifies and expands regulations for the District of Columbia's medical cannabis program, primarily affecting unlicensed establishments and pending license applicants. It grants investigators the authority to conduct both announced and unannounced inspections of unlicensed operations and allows the ABC Board to summarily close and padlock these establishments without a prior hearing if they pose an imminent danger to public health or safety, such as selling to minors or distributing untested products. The bill also extends the validity of conditional licenses for manufacturers and cultivation centers from one year to two years and applies public comment requirements to all unlicensed establishment registration applications. Additionally, it provides a streamlined process where owners of unlicensed establishments have five business days to request a hearing after receiving a closure notice, with the Board required to issue a decision within five days of that hearing.
