Rent Stabilized Housing Inflation Protection Continuation Temporary Amendment Act of 2024
This bill temporarily limits how much landlords can raise rents in District of Columbia rent-stabilized apartments for two years, starting in July 2023. For most tenants, annual rent increases are capped at the lower of 6% or a specific inflation index, with a total increase of no more than 12% over the two-year period. The law provides lower caps for elderly tenants, those with disabilities, and residents of units managed by home and community-based services providers, limiting their annual increases to the lower of 4% or the inflation index, and their total increases to 8%. Additionally, the bill allows landlords to issue new rent notices with less than 30 days' notice if the new amount is lower than previously announced, and it requires landlords to repay any rent collected in excess of these new limits within 30 days.
