B 25-0615 District of Columbia · 25th Council Period (2023-2024)

Wellness and Health Optimize Lively Existence (WHOLE) Amendment Act of 2023

The WHOLE Amendment Act of 2023 expands the District of Columbia's existing workplace wellness policy to include mental health support for all government employees. By 2025, the Mayor must establish a mental health hotline for staff and ensure at least one mental health practitioner is available within each Deputy Mayor cluster to serve multiple agencies. The bill also mandates that the Department of Human Resources inform all employees about these new services within 90 days of the policy update. Additionally, the Mayor is required to collect and report specific data on program participation, costs, and mental health trends to the Council on an annual basis to guide future budget and policy decisions.
