B 25-0432 District of Columbia · 25th Council Period (2023-2024)

Self Storage Lien Enforcement Modernization Amendment Act of 2023

This bill updates the Self Storage Act of 2003 to give operators of self-service storage facilities more flexible options for enforcing unpaid rent liens. It allows operators to tow vehicles, watercraft, or trailers away from the facility using a licensed tow truck business and to send default notices via standard mail with a certificate of mailing instead of requiring a return receipt. Additionally, the law permits operators to advertise lien sales on public websites and to conduct these sales online, while also allowing notices to be sent to addresses specified in the rental agreement. These changes aim to modernize enforcement procedures for storage facilities without altering the fundamental requirement that rent must be paid to prevent a lien.
