Reparations Foundation Fund and Task Force Establishment Act of 2023

This bill establishes a Reparations Task Force to study the impact of slavery and systemic racism on African Americans in the District of Columbia and develop proposals for compensation. To support this effort, the legislation requires the Department of Insurance to create a database of historical records regarding insurance policies related to enslaved people. Additionally, the bill creates a Reparations Foundation Fund financed by a portion of sales tax revenue, vehicle fees, and other donations to pay for reparations based on the Task Force's recommendations.
