AN ACT TO AMEND TITLES 21 AND 29 OF THE DELAWARE CODE RELATING TO A DESIGNATED PARKING SPACE FOR VETERANS AT STATE BUILDINGS.

The requirement to designate veteran parking spaces now applies to all listed facilities regardless of whether the state owns or leases them. The previous version (HA 1) only required it at state-owned locations and merely 'encouraged' the Director to work with lessors at leased locations.

A new provision prohibits stopping, standing, or parking in a veteran-designated space unless the person is in the class of persons for whom it is reserved. However, violations are explicitly exempt from the civil penalty under Title 21 Section 4178, meaning there is no monetary fine for non-compliance.

The Act takes effect 6 months after enactment into law, giving the Office of Management and Budget time to implement the designations.

Technical drafting corrections were made to conform to the Delaware Legislative Drafting Manual, including changes to phrasing such as 'state-owned and state leased property' replacing 'state-owned and/or' and minor punctuation adjustments.
