AN ACT TO AMEND TITLE 21 OF THE DELAWARE CODE RELATING TO ENFORCEMENT AND REMOVAL OF ABANDONED VEHICLES.

This bill expands the authority to remove abandoned vehicles in Delaware by allowing county code enforcement constables and municipal police officers to tow cars from private property. It permits these officials to enter private land to check vehicle ownership if they have the owner's consent or if the owner lives on that property. After notifying the owner by mail to remove the vehicle within seven days, authorities can place a notice sticker on the car and tow it if it is not moved within 24 hours. The law specifically excludes automobile graveyards and vehicles hidden from public view that do not pose a safety or health risk.
