AN ACT ESTABLISHING A NONPROFIT PROVIDER ADVISORY BOARD AND PROHIBITING AUTO INSURANCE PENALTIES ON VOLUNTEER DRIVERS PROVIDING TRANSPORTATION TO NONPROFIT ORGANIZATIONS.

Added a new requirement for insurance companies to not refuse renewal, assign surcharges, or increase rates for volunteer drivers who provide transportation to nonprofit organizations or charitable groups.

Extended the deadline for insurers to recoup payments from health care providers from twelve months to eighteen months after receiving a clean claim.

Updated the Advisory Board's duties to explicitly include identifying and eliminating duplicative or overly burdensome reporting requirements for nonprofit providers.

Established a new Nonprofit Provider Advisory Board with ten members appointed by the Governor and nine additional members appointed by legislative leaders, representing specific sectors including adult and children's behavioral health, homelessness, intellectual disability, and community justice.

Replaced the previous single representative for community nonprofits with a structured board that includes specific seats for various behavioral health, disability, and housing service providers.
