AN ACT CONCERNING STREAMLINING CERTAIN DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION PERMITTING PROCESSES.
This bill requires the Commissioner of Energy and Environmental Protection to create a system that allows qualified third-party professionals to review permits and make recommendations on permit decisions. The commissioner must establish rules for who can participate, set certification standards, and create oversight procedures for these third parties. Additionally, the commissioner must review all existing permits to identify which ones could be delegated to these professionals. The commissioner must report the results of this framework and review to the state legislature by December 31, 2027.
