HB 6452 caps the costs school districts pay for special education services for students placed outside public schools (e.g., home-schooled, nonpublic, or charter school students) who meet grade-level academic standards. It sets two cost limits: outplacement costs cannot exceed twice the district’s average per-pupil cost for regular students at that grade, or three times the town’s equalization aid grant per pupil.
