AN ACT CONCERNING PARTICIPATION BY MUNICIPALITIES AND QUASI-PUBLIC AGENCIES IN THE PAID FAMILY AND MEDICAL LEAVE INSURANCE PROGRAM.

HB 5488 would require cities, towns, and quasi-public agencies (such as public transportation authorities) to participate in Connecticut's Paid Family and Medical Leave Insurance Program. This extends the program's coverage to employees of these public employers, who may not currently qualify under existing rules. The bill amends statute 31-49e to mandate that municipal and quasi-public employers contribute to and provide this leave benefit to their workers. As a result, thousands of municipal and public agency employees would gain access to state-funded paid leave for family or medical needs.
