AN ACT IMPLEMENTING THE RECOMMENDATIONS OF THE DEPARTMENT OF TRANSPORTATION AND CONCERNING CAPITAL PROJECTS, NOTICE OF PROPOSED FAIR AND SERVICE CHANGES, THE CONNECTICUT AIRPORT AUTHORITY, AUTOMATED TRAFFIC SAFETY ENFORCEMENT, ROAD SAFETY AUDITS, PARKING AUTHORITIES, A SHORE LINE EAST REPORT AND THE SUBMISSION OF REPORTS AND TEST RESULTS REGARDING IMPAIRED DRIVING.

This bill updates Connecticut's wetland protection laws to streamline the permitting process for certain infrastructure projects while maintaining environmental oversight. It allows the state Department of Transportation to waive public hearings for transit-oriented developments and other infrastructure if the federal government has already conducted public participation, provided the project proponent documents how community feedback was addressed. However, the law still requires a hearing if at least 25 residents sign a petition demonstrating that their specific legal rights will be affected or that the project threatens to pollute or damage natural resources. The changes aim to balance development needs with environmental conservation by clarifying when formal hearings are necessary versus when existing federal review is sufficient.
