Changed the requirement for schools to provide Individualized Readiness Plans from mandatory for all qualifying students to optional for students who demonstrate proficiency on specific state assessments.
Added a new requirement for schools to send written notice to parents explaining that an Individualized Readiness Plan is not being created due to the student's assessment results, while informing parents they can still request one.
Modified the reading assessment timeline, allowing schools to administer the reading assessment within the first 90 days of the school year, with a provision to skip the literacy component of the readiness assessment if done within the first 60 days.
Added specific criteria under which schools are not required to create a plan: students must show proficiency in all domains of a state readiness assessment and the kindergarten reading assessment.
