MODERATE
The bill was amended to clarify its status as a pre-amended version and reorganized the text to consolidate definitions and membership criteria. The most substantive change is the addition of a new definition for 'Review Committee' and the restructuring of the council's purpose statement to more clearly articulate its role in advising the General Assembly on issues affecting incarcerated people.
Scope change
The bill's scope remains focused on creating an advisory council for incarcerated individuals, but the text was reorganized to improve clarity and add a new committee definition.
TECHNICAL

Header text changed from 'Revised' to 'PREAMENDED' to indicate this is an unofficial version containing committee amendments not yet adopted on second reading.

DEFINITION

Added a new definition for 'Review Committee' as the Legislation Inside Advisory Council Review Committee created in Section 2-2-2407.

REQUIREMENT

Reorganized the bill text to move the legislative declaration to a new Section 1 and renumbered subsequent sections, consolidating definitions and membership requirements for better readability.

Added specific requirements for nonlegislative members to include people incarcerated in men's and women's facilities, different security levels, and to reflect demographic diversity of the state.
