MODERATE
The bill was amended from a revised version to a preamended version, indicating that committee amendments have been added but not yet adopted on second reading. The substantive policy content of the bill remains unchanged, as the diff primarily shows formatting updates, sponsorship list adjustments, and status labels rather than actual legislative text modifications.
TECHNICAL

Header labels changed from 'REVISED' to 'PREAMENDED' to reflect that this version includes committee amendments not yet adopted on second reading.

Sponsorship lists were shortened, removing several co-sponsors from both Senate and House lists.

Bill summary dates and labels were updated to reflect different reading stages (2nd Reading Unamended vs 3rd Reading Unamended) with corresponding date changes.

Committee assignments were updated, with the House Committees section showing 'Health & Human Services' without the duplicate listing.
