TO AMEND THE CONTENTS OF THE WRITTEN DRIVER'S LICENSE TEST AND THE DRIVER'S INSTRUCTION MANUAL; AND TO ADD HAND SIGNALS USED BY BICYCLE OPERATORS TO THE WRITTEN DRIVER'S LICENSE TEST AND THE DRIVER'S INSTRUCTION MANUAL.
