TO AMEND THE LAW CONCERNING THE APPOINTMENT OF THE DIRECTOR OF THE ARKANSAS VETERANS' CHILD WELFARE SERVICE AND THE REPORTING OF THE DIRECTOR OF THE ARKANSAS VETERANS' CHILD WELFARE SERVICE.
