TO AUTHORIZE THE LICENSURE OF CLINICS, HEALTH CENTERS, OR OTHER FACILITIES IN WHICH A PREGNANCY IS TERMINATED OR ABORTED IF CERTAIN CIRCUMSTANCES ARE MET.
