TO MODIFY MOTOR VEHICLE RACING FACILITY PERMITS AND TO SET CERTAIN RESTRICTIONS ON A MOTOR VEHICLE RACING FACILITY IN CERTAIN RURAL LOCATIONS; AND TO DECLARE AN EMERGENCY.
