TO AMEND THE LAW CONCERNING THE AUTHORITY TO ORDER THE ARKANSAS NATIONAL GUARD INTO SERVICE; AND TO AUTHORIZE THE USE OF THE ARKANSAS NATIONAL GUARD FOR MATTERS RELATED TO MILITARY JUSTICE AND TO ADDRESS STAFFING SHORTAGES.
