TO AUTHORIZE THE INTRODUCTION OF A NONAPPROPRIATION BILL TO AMEND THE ARKANSAS DATA CENTERS ACT OF 2023; AND TO AMEND THE UNIFORM MONEY SERVICES ACT.

This bill authorizes a new law that would require individuals and businesses operating home digital asset mining operations or data centers in Arkansas to obtain a money transmitter license. Currently, these activities were exempt from licensing requirements under state law, but the proposed changes would remove that exemption and classify them as money transmission services. The legislation sets a deadline of September 1, 2024, for existing operators to apply for the necessary licenses before the new rules take full effect.
