Definitions for 'Sexual conduct' and 'Visual depiction' were removed, and the definition of 'Conversational AI service' was altered to remove references to voice command interfaces and commercial business entities.

New requirements mandate that age-verification data collected for compliance must not be used for advertising or profiling, must be deleted or de-identified after use, and operators must publish annual reports on their verification methods.

Operators are prohibited from requiring digital identification systems to verify if a user is a minor unless federal law expressly requires it; if offered voluntarily, a privacy-preserving alternative must be available.

The requirement for operators to offer privacy tools was modified to clarify that these tools do not require a digital identification system and to extend parental access to users aged thirteen and older.

Governmental entities are restricted from compelling the disclosure of age-verification data unless a warrant is issued based on probable cause, and operators must notify users within 72 hours of such disclosure.
