SB 1518 allows farm owners with existing irrigation water rights (established before current regulations) to sell, lease, or transfer the unused water rights associated with portions of their land they choose not to irrigate. It enables these owners to retain or convey the unused water volume for use anywhere within the designated "subsequent active management area" for irrigation purposes. The bill requires owners to notify the state director using specific forms detailing the land not irrigated, the water volume, and the type of transfer (sale, lease, etc.). This bill was passed by the Arizona legislature in May 2025 but was vetoed by the governor on May 12, 2025, so it did not become law.
