HB 2414 creates a new "Effluent Compensation" system for Arizona groundwater management. It requires municipal water providers to compensate eligible customers (those in active groundwater management areas with safe yield goals who pay for wastewater service) for the market value of treated wastewater effluent they don’t recharge back into the customer’s area. Providers must calculate this compensation based on specific volume and value metrics and apply it as a credit on customer bills. Eligible customers can challenge compensation calculations through the state director or court if they believe they were undercompensated.
