This bill establishes the Administrative Rules Oversight Committee in Arizona to review state agency rules, excluding those specifically exempted by law. The committee will be composed of eleven members, including five representatives, five senators, and the governor or their designee, with leadership shared by co-chairs appointed by the Speaker of the House and the Senate President. Staffing for the committee will be provided by the legislative council research directors from both chambers, and meetings will occur at the request of either co-chair. Additionally, the legislation clarifies that parties challenging the legality of a rule or agency policy are not required to file a complaint with this committee to exhaust their administrative remedies.
