An Act renaming the State Commission for Human Rights the Alaska State Commission for Civil Rights; relating to investigations and conciliation by the Alaska State Commission for Civil Rights; relating to removal of commissioners of the Alaska State Commission for Civil Rights; relating to reports from the Alaska State Commission for Civil Rights; relating to the definition of 'employer' for the purposes of the Alaska State Commission for Civil Rights; relating to local civil rights commissions; and providing for an effective date.

The name of the commission was changed from 'State Commission for Human Rights' to 'Alaska State Commission for Civil Rights' throughout the text.

The definition of 'employer' was updated to clarify exemptions for social, fraternal, charitable, educational, and religious organizations not organized for private profit.

New provisions allow the Governor to remove commissioners for cause (incompetence, neglect, misconduct) but require a public hearing and written notice to the commissioner before removal.

The commission is now required to produce an annual report on civil rights problems by November 15 and make it available to the public electronically.

The bill now authorizes legislative bodies of municipalities to establish their own local civil rights commissions.

New affirmative defenses were added allowing religious organizations to hire employees of a particular religion for religious activities without violating civil rights laws.
