An Act relating to eliminating vacant positions in the classified and partially exempt service of the state; and providing for an effective date.

This bill requires the Alaska director of personnel to remove state jobs that have remained empty for 364 days or longer. The rule applies to both classified and partially exempt positions and takes effect on July 1, 2024. A job is considered occupied if someone is currently working in it, held it at any point in the past year, was hired to fill it recently, or if the employee is eligible to return to the role. The changes ensure that long-term vacancies are addressed by eliminating the position rather than leaving it open indefinitely.
